REAL ID-compliant driver’s licenses and identification cards can be issued to BOTH U.S. citizens and non-citizens (such as lawful permanent residents and certain visa holders). Since non-citizens can obtain a REAL ID, it cannot be used as sole proof of citizenship—only documents like a U.S. passport, birth certificate, or naturalization certificate serve that purpose.
