Not exactly. Challenging a leader is the polar opposite of an authoritarian state. Authoritarians create a climate of fear and intimidation so their rule cannot be challenged. Then, they control news and education, followed by slowly chipping away at personal freedoms. Once people are "falling in line"...it is too late.
