There have been several comments from people confusing the difference between identity documentation and citizenship documentation. While yes, the bill states a REAL ID can be used, here’s the loophole. A REAL ID can serve as proof of U.S. citizenship for voter registration in federal elections, only if it explicitly indicates citizenship. It does not in most states.

Here’s why:

REAL ID-compliant driver’s licenses and identification cards can be issued to both U.S. citizens and non-citizens (such as lawful permanent residents and certain visa holders).Since non-citizens can obtain a REAL ID, it cannot be used as sole proof of citizenship—only documents like a U.S. passport, birth certificate, or naturalization certificate serve that purpose.

So, while a REAL ID is a secure form of identification, it does not distinguish between citizens and non-citizens, making it insufficient as proof of citizenship.
